Well Nords are supposed to be almost entirely immune to cold, in Morrowind they'd walk around naked half the time.

I mean, if you're playing as a nord you're pretty much immune to the effects of the cold, lorewise Nords spend their time hunting in Skyrim almost naked. Even the reason for leaving Atmora wasn't because of the cold itself but because everything else was dying and food was becoming scarce.

For all other races frostfall mod is pretty much mandatory though

No they didn't First Talos worship isn't that popular outside of Skyrim. Second, the Empire ignored that part of treaty until Ulfric the Pretender chimped out. Third, Hammerfell were just assblasted the Empire didn't want more their citizens to die.

It would honestly be better for them to refuse the terms and lose more territory in the near-term, rather than have your entire empire collapse beneath you from signing it. Which was definitely the Thalmor intention
