I personally don't get why people request non-videogame characters like Sol Badguy, Goku, Reimu or Monokum....but i guess we'll never know.
I'd like to see Ragna from Blazblue, Cooking Mama, Dante and Klonoa myself.

I think gen 2 and 3 are the most overlooked generations for pokemon. No starters, basically none in the pokeball items and of course no character support.
At least Gen 2 has Pichu. Gen 3 doesn't have any reps OR stages. It's a crime that Gardevoir isn't playable yet.
Reimu is first. They've been doing piecemeal single-game presentations to tide us over because the main Direct was pushed back to coincide with Reitaisai, which opens the very day before Japan gets its physical-purchase pass released. The first physical pass came out the day after Joker was announced.
Waluigi is the last one, or possibly a "one last surprise" thing afterwards. He was a total impossibility before, but FP2 changes everything. It was planned later, so "no trophies or spirits" goes out the window, and while the first pass was probably all planned out long ago, this second one is clearly a reaction to how well the first did and how much online publicity surrounded the reveals. It likely will take some of that publicity and discussion into account, and while there were a bunch of characters with fans pushing them hard, I don't think any were bigger than Waluigi.
Also a Pokemon rep somewhere around one of the DLC releases, because Byleth proves that they are completely not above using slots to advertise already over-represented series. Absolutely no interest in which one it is, I haven't even played the latest gen yet.
By the same logic, BotW2 might get someone. It'd at least be a Zelda rep beyond the Triforce trio.
Lloyd or another Tales rep also seems plausible.

If Scizor and Suicune weren't items, they'd be phenomenal picks + Pokken reps. Although, if I wanted a starter from Gen 2, I'd love Meganium. I chose Chikorita back in SS when I got it for easter back in 2009
As for Gen 3, Sceptile is popular enough to fill the Final Evo Starter trio b/c he's grass + people have been begging for him for years
For a gen 3 stage, Sootopolis City where Primal Groudon and Kyoblgre duke it out and Mega Rayquaza comes down to calm them down with Steven, Wallace, Maxie, Archive and May/Brendan in the background like Fatal Fury stage

With all the new types of mechanics they're adding in for the dlc characters I don't think it would be unheard of to have a starter or whatever that evolves as it fights.

As for Reimu, it makes sense on the surface, but it would require Nintendo to be both blind and deaf to put her not only as the first slot of FP2 but also the first character after Byleth. I still want her in, but she would fit far better in a later 'Terry' spot.
