Why is it so hard to emulate games with proper FPS? I have a GTX 1080 Ti with an i7-9700K, but I still struggle with framerates.

I recently tried to emulate Jet Set Radio Future with Cxbx, but the later parts of the game become almost unplayable when the FPS drops below 10 at some parts.
Shouldn't be this fucking hard to emulate a game that came out almost 20 years ago. Even some SNES games have drops in FPS, no matter how much memory and power I allocate to the emulator.
