The katana is probably meant to be broken, it's not exactly something you're gonna get in most runs.

I love the aesthetic for this game but the menu design is absolutely terrible, it looks good on prints but in the actual game it feels all over the place.

Nah fuckface, some things are meant to be good because it's a long shot you'll get it. Hammer had to be nerfed because it was braindead easy to get at the start of every run. Katana can be busted as fuck and be fine because it's sheer luck if you ever get the fucking thing.
