I would like him, but unless Arc Sys has notes as to how his full moveset will work, I rather not.
Is not impossible, I mean, by the time this season is over, the fight with him should be over, but still, the timing in development doesn't work unless Arc Sys already have inter knowledge of the fight.
There are some basic moves they can work with already, but we all know that anything of value has been saved for the end of the arc, and if it's not added to his playable form, it would feel like as a waste.
It would be like adding Gotenks to the game, without being able to go SSJ3 and using the Kamikaze ghosts. (best example at the top of my mind)

Also, if by rehash of Baby, you only mean the gimmick of taking the body of one of the heroes... yeah, not even close. Zamasu for me is just OK, at the same level of the Buus, but with all the stuff going on with him (not always FOR him, but with him), he and Baby are nothing alike.

Unless that just as Super Broly, they want to set up some sort of "Canon" Xeno Trunks, or Time Patrol stuff, that whole ending is not only bad over all, but just convoluted and unnecessary. I mean, they really needed to create a whole new timeline, just because the writers didn't want Trunks to live in a timeline without his mom? Because that's the closest thing to... "sense" I can think of!

In all honestly is not Goku losing what bothers me, specially because, it was proven that Zamasu could be defeated multiple times, even after fused, if not for his immortality. Heck, I could even take the Spirit Sword, as little sense as it did, just for being a cool way to kill Zamasu.
My problem is both the Devil Ex Machina with Zamasu destroying all remaining life on Earth, follow by the Zeno Ex Machina to erase Zamasu, follow by "Lets make a whole new timeline now, to get rid of Future Trunks, because he can't be around by the end of Z".
You are most likely right with the writers getting themselves in a corner with the Immortality thing, but still, taking a page of Dead Zone, they could just reduce Zamasu to a state where he regrets being immortal, lets say, after his body gets destroyed, instead of turning into either a Cloud of Dead or giving him infinite replicas, just reduce him to a state where his cells are still conscious. Which would be a state worst than dead, but again, that's how evil immortals usually end like.
Calling Zeno, destroy the whole future multiverse, and then send Trunks to a different multiverse in a different Timeline, is just to overcomplicated, and anticlimatic... by all means, Zamasu, even in dead, won!

Zamasu was aware of the trick by that point, and they already run out of material to seal him. As user pointed out, the last chance was when he was cut in half, but again, his physical body disappeared shortly after, and they didn't have neither a vessel nor a seal at that point.
