Here's the truth: After Sonic went to 3D, Sonic devs for some reason decided Sonic character's should never should their feet. If they can't avoid showing them, such as when a character wears sandals, they would simply censor them. The blobs are simply a placeholder/censor to avoid drawing the feet. They are not part of the character anymore than the pixel blur or the black line censor is part of a naked anime girl.
