Mostly, the mention of the Japan incident (referencing the book), the title itself and maybe Eve (although that's just a name, it's not copyrighted). They could just reimagine the game, change the title a little bit and maybe the plot just a tad bit and they'd be all good. It happens all the times with movies and games.

Remake 1, add a dodge, rename ATB to ATP for the mitchondria theme, make combat real-time with lock-on like FF7R with Barret, have shooting/dodging expend ATP like a stamina bar, and allow weapon switching in combat with more differences in weapon function/customization instead of smg and pistol being the best simply because they fire faster.

The majority of the plot in FFVII is tracking him down without ever actually coming in contact with him physically. If they really made Sephiroth appear in a significant manner in the remake then its obvious that they prioritize marketing power over loyal remake.

I don't think so. PE was more of a "tactical" shooter where the use of skills was very situational (tallking about PE1). Plus you only control one character, it wouldn't make sense making it anything other than a TPS or a top down shooter like Ruined. Or, you know, leave the old system intact with better skills and graphics.

If I didn't understand it wrong, you need to attack in FFVIIR to fill the bar to use moves and skills. Attacks barely deal any damage while the actual damage comes from those abilities.
What's the point of that for PE? In PE your attacks with your main weapon is basically your bread and butter, you don't need abilities of any sort. The system already works the way it is. If you want to add something to charge your PE powers then you'd need better powers that are used more often. It's either easier to leave it as it is (tactical decissions of how to use your turn) or turn it into a more dynamic system altogether.
Nomura's Creative Producer on a lot of shit, but I doubt he's entirely to blame for all these Final Fantasy spin-offs and other titles of that era despite the role superseding even director depending on the situation. Something about 3rd Birthday has the same problems as Type-0 and Crisis Core, which doesn't bleed into some of the other projects Nomura's had a hand in or directed personally. Meanwhile Kitase and Tabata have been both producer and director respectively on all three of those games. Hell, I believe Kitase was originally the one that wanted everyone in FF7 that you didn't choose for the Midgar air raid to stop the Sister Ray to die shortly thereafter, and everyone had to talk him out of it.

Well the first PE had a battle system kinda like FF7R already. You dodge stuff and wait for your sort of ATB to fill, it also had a somewhat limit break too. Could translate well to a more contemporary aproach if done with no fuck ups.

Hmm, you made a good point asking. I've Played the game 9 years ago but I remember that you can Liberate Aya and unleash some powerfull shot or something. I remember using something like that at the Museum. The second one also had something similar and the Third Birthday had that mode were you could shot nonstop with some burst shots happening at random. But I don't really recall if it was an actually Limit Break kinda a system or if it was a Parasite Energy with just a very long cooldown.
PE2 is shit, it turned the simple premise of a cop put against a biological threat into a capeshit premise with special anti-mitohodria task forces and literal modified superhumans and secret governmental agencies.
Considering how badly T3B fucked shit over I'd rather it say done.
