How does the scoring system work when it comes to EX skills in MMZ2? Is it my current overall ranking, or my ranking from the last stage, that determines whether or not I get the EX skill in the next stage?

I have a confession, I hate save assists. They were cool at first but I now realize they've caused me to get way too careless and stop memorizing patterns but just prioritizing killing them before they kill me.
ZX/ZXA and any repeat zero games I play I refuse to use save assists. And probably less health cyber elves.
