Yes. I adore it. It's weird that you watched the New Files OVA and not the TV series since it's a sequel to the TV series.
The second movie is weird in and of itself. It's very serious and doesn't feel like Patlabor as a whole. The TV series is mostly one-off episodes about the gang dicking around. Some of the best are about random things like Noa trying to order everyone Chinese food and forgetting the order, everyone goes to a bar and gets drunk, etc. It also has a lot more character development than the other medias due to the length. Asuma and Noa go through their own arcs that aren't really covered in the other adaptations. Plus, all the Schaft stuff is covered.
I highly recommend it. It's comfy. Animation is nothing too special, but the characters are great.
