The whole idea is to have you be blown away by the product they're shipping later this month so that they gain a massive install base who they then plan to milk with season passes and micro DLC for the next ten years. It's not called "part 1" because it's technically the whole thing. The rest is just coming digitally. They're probably going to be releasing "story so far" versions every two years though.
They already tried to do this EXACT thing with FFXV. They've tried turning their every franchise into some kind of a service model.

SE realized they couldn't fix their bad habit of decade-long money sinking dev cycles after FF 13, 14, and 15 so they just decided to commit to it for a too-big-to-fail IP (FF7) and break it up into chunks that they can sell for the foreseeable future. Full price for each entry and the first one already has DLC available.

If they keep the pace, quality and content size of the first part, it'll end up at seven parts in total. Even now the minimum they can squeeze it into is four parts, since they wasted the first one on just Midgar.

Fortnite hype died out, BotW will get a sequel, Crash came back from the dead ran out of games to remake and died again, and this shit remake is still in development.
