It's Nomura's fanfiction with zero consistency or continuity. At this point you have to wonder if he intentionally fucks everything up as an ego thing to revel in the fact that no one calls him out or corrects him. Probably has a massive grudge against Square Enix itself because it didn't let him spend another 20 years cashing paychecks for Versus XIII while doing fuck-all to actually make it.

The remake balanced the futuristic vs modern vs industrial ratio a bit. The OG mostly focused on the industrial aspect, which made the modern and futuristic bits feel a bit random at times, while in the remake it feels more like an actual blend where the Midgar tech is sometimes industrial, sometimes modern, and sometimes futuristic and feels like technology simply developed differently compared to IRL Earth.
