Well I just saw Tokyo and Seoul and capitals are not always a perfect representation of a country as we know.*cough* Berlin *cough* But as far as I can tell you are right, SK is more streamlined and sterile than JP. Seoul is still a fantastic city though and I can really recommend a visit.

They're both fascinating countries. I have to admit that I found the Japanese culture a bit more "deeper" or higher of context (no value judgement, just more work to get it). The Koreans appeared a bit more Westernized, at least the urban ones.
