There is a situation in Mexico that prevents that to happen: classism.
People in higher classes (mostly whites) see as human trash to people without money and they are the ones that have some cultural background but in recent years there has been a social advance (lower classes go to university and get a profitable major, or a generic major with an office job that helps them to "get out" of poor neighborhoods). The problem is also the Anti eugenics birth rate; single mothers of criminals that get pregnant at middle school giving birth to bastards, workforce to narcos.
