If it's anything like the good bus routes in my county, its first come first served then it's a waiting game for the senior staff to retire or leave while the other drivers all ask to be moved to the good route. So yeah seniority and luck.

i live in one of the safest neighborhoods on the north side of chicago (north center) and all the post offices for miles around here are all staffed with rude and uppity blacks, the people that deliver the mail as well. it's like they ship them up here. we don't want them, stay your asses on the south side where you're from u rude and ignorant motherfuckers

Blacks may be a majority of USPS workers, not entirely sure about that. They are heavily overrepresented there at the least. There are a shitload of blacks in low skill government jobs. You could live in a 99% white town and somehow the government will find every black in town to work at the local DMV.
These low skill government jobs come with middle class wages and very generous benefit packages.
Don't get me wrong I'd much rather carry in a nice white neighborhood but I'm an average white guy and I've never had a bad experience in the ghettos. Unless you count constantly being offered weed or beer.
