No, he didn't. Look at the capital Ts and Ws (two large, distinct letters that people will write in their own style); they're different. The lowercase ts as well are different. The top has a distinct lower-cross style; almost all of the ts are crossed below the half way point. On the bottom, the crosses are all over the half way point. Lastly the top is using cursive rs in all instances of lowercase r, while the bottom uses printed rs.
There are more differences, but those are enough to definitively say the two letters are not written by the same person.
