The soviets wanted to create a sphere of influence, the Molotov Ribbentrop pact didn't mean jack shit it was just a way for both sides to buy time. The Soviets believed that they were going to be on the offensive so the Germans had to launch a preemptive strike. Otherwise they would have mobilized their forces and invaded.

Japs had no desire to declare war on the Russia, they were already struggling in China. That would have been a tall order, even then, the Soviets could have made things really hard on Japan, Japan was not suited to fight long land supply lines. Siberia would have buttfucked them.
