The problem isn'y the state itself making the decision, but punishing businesses for not complying. If the grocery store says I need a mask to enter that's a little different even if they are being coerced by the state to enforce it.

They cannot prosecute you for not wearing a mask, especially if you are complying with a law that prohibits wearing a mask while concealed carrying. Challenge the order instead of just sitting around whining about your rights being violated. The order itself is unconstitutional.
