The problem is that you assume that good people won't get groomed by the corruptable ones into corruption. After their motivation to follow a political carrer is forgotten, how likely are they to get complacent with corruption? Can someone really have values so strong they can endure with all the corruption happening without going insane? Like you say, if the good ones revolt, they will simply get kicked by the (perceived) majority of corruptables. But how long can anyone endure that and not get complacent with the status quo?

The only way to make the system uncorruptable is to rip the politicians/clerks/government workers of their civil rights, ban them from leaving the country, limit their and their families wealth to the average persons wealth, get rid of their privacy, and with the use of modern technology constantly monitor their work and their life.
