One thing for sure is that, in reality what he can or cannot do in this pandemic is limited, but the reasonable justified blame he gets is that, he’s got a time and instead of getting prepared for the inevitable, he was repeatedly saying “it’s a hoax” and downplaying it as a something not that serious. He’s wasn’t prepared at all nor even trying to. That’s his failures.
