I have an actual explanation for it.
They are using balloon drones that have an array of 360 lasers attached to them.
The balloons are aiming the laser to a point of the sensors of the aircraft. This tech is to simulate an aircraft to confuse the enemy. At the same time the balloons use tech to simulate that aircraft via confusing the stationary or mobile radar by beaming radar down in a pattern.
Whats more likey they tested a system to confuse and fight jets by messing with their HUD, sensors and radar or that intelligent beings from hundreds of lightyears away have come to earth, to the US and are fling around with JETS above without contacting us?

these are hypersonic on a specific trajectory which is not what is in the video. that object is flying horizontally just a little ways above the sea surface, not at 50-60k feet altitude.

They have to for a very simple reason.
The smaller the turbine blades the faster they have to spin to produce the same thrust.
For a small drone to get to hypersonic speed its near impossible to use normal spinning jet turbines.
If you want to use kerosine you would need to use a jet without any moving parts like a Ram-jet or scram-jet.
That would mean you would need to accelerate the drone. You could do that by attaching the drone to a missile, shooting it, detaching it and then burn the Ram-jet to a hypersonic speed.
The problem is that you don't have enough oxygen so you would need to carry some on board the drone and the biggest problem it would burn trough so much fuel you cant run this more then 5minutes max it would be pointless.

You got a grid of stationary/flying balloons equipped with lasers and radar emitters. You divide the grid in perimeters and assign a number of balloons per perimeter depending on the angle and position of the jet within the grid.
Then you use pretty much the same technology that is using in a CD/DVD drive.
On the balloon you got a stationary laser with a moving head.
The first stationary object is lasering into your sensors and messing with your radar.
As soon as you leave the sight of the balloons inside the perimeter the other balloons in your sight pick up the job and keep the projecting into your sensors up simulating the patch in the same direction.
IF you mess up you can see a jitter or it looks like the aircraft/ufo you are tracing is jumping all the sudden.
