How should the government enforce eugenics?
I think they should:

>Group people together based on common positive human traits (intelligence, creativity, attractiveness, fitness, general health)
>Have those people reproduce
>Do the same thing with the next generation
>Occasionally cross human traits (intelligent + attractive + healthy)
>Eventually wind up with a race of high IQ creative Chads that live 100+ years

all we have to do is practice incentivized sperm donation eugenics. People (not necessarily government) should pay women to use sperm donors that have been proven to produce healthy and intelligent offspring. For example, corporations need smart and skilled workers, so they could form a consortium to fund this project.
also, individuals can simply practice this type of eugenics themselves to set and example. Most men are genetically unfit, so most men should find a donor that is superior to them in every way, and use their sperm instead of their own. They don't have to 'put their eggs all in one basket' and can spread out genetic risk by choosing multiple sperm donors if they want multiple children.
I know that men do not want to 'raise another man's child' because of animal instincts. so my solution is to simply pay women to be professional mothers. No husband required. Women will be paid to produce smart and healthy children.
