Yes, Japan has an extreme problem with bullying. And one of the most brutal murder cases was in Japan where some guys kidnapped some woman and tortured her for weeks, kept her in a box and fed her cockroaches. Honestly its just the culture. Japan has a long history of being servile and letting those who are stronger then you do what ever they want.
