The oil here is also extremely expensive to extract. The cheapest it can be is about $25/barrel and that leaves only 1 company capable of extracting for that price. Normally oil needs to be $50+/barrel to make any money. If they diversified the economy during the oil boom things might not be so bad though. There was only one chance at it and they blew it though.
