He is Italian you dumb fuck. Many Italians look like this, pic related. This is because of the ENF (Middle Eastern farmers) admixture. This does not mean that they are not white, since all Europeans have some ENF admixture, but they are less indigenous to Europe.

Most Americans (in rural parts) are Anglo/German/Irish mutts But I will tell you that the most mixed people in the world, did come from North America, though. Look up the Melungeons. They were black/North African/Anglo/ Native American mutts. They later mingled in with their European neighbors.

There's honestly a lot of Europeans that look like this, perhaps he's mostly Celtic, as a lot of people with Celtic ancestry have darker hair and smaller eyes

As someone of bong islands genetics I'm going to attribute most of his phenotype to that. I suspect if you did DNA test on him he would have some Iberian peninsula DNA as their were ancient travels between the two area of Ireland hence the dark lush wavy hair. That's why you also meat some people from Spain who are redheads.
