A Major American City of around 100,000 isn't akin to a small mining town in rural Pennsylvania. Even then people have been moving out of Flint in droves since GM closed all their factories there and moved them to Mexico. As to answer shill OP's question The reason why Flint doesn't have clean water is due to the Flint City Council and the people there being total cunts and demanding that they replace every single water pipe in the metro-flint area. Which is a lot of fucking piping for a major city. They refused the State's offer to do what they do literally everywhere else and flush a copper solution in the lead pipes to make them copper lined. As stated, it's retarded to think that replacing the entire water system of a major city is going to be overnight. What happened in Flint was bullshit but those niggers only have themselves to blame since they were demanding cheaper water and demanded that they get off of Detroit water and instead get water from the fucking Flint River which is absolutely polluted from the GM plants that used to be in Flint. They knew it was polluted and were warned, they didn't give a fuck and still wanted to go through with it. Again what happened was bullshit but they only have themselves to blame.
