You do realize they are to make money for the local governments right? If they really were to make people stop breaking the law it would be mandatory jail time and steep penalties. A couple hundred dollar speeding ticket is enough to make you get pissed but just pay it, but not enough to make you permanently change your behavior. It's a revenue stream for governments that is calculated into their budget. And if they are low one month, they go out in force to make up for it

If I go 20 over in a school zone, or a billionaire goes 20 over in a school zone, we're both causing the same damage; the safe area now has an unsafe vehicle moving through it. Yes actually. People tend to ignore speed limits now and instead drive the maximum safe speed on a road. If there are sharp turns, or frequent stop signs, you're really not going to go faster than 45ish anyways, because by the time you get up to speed you're going to have to slow down again. Not coincidentally, a lot of roads have speed limits of 35-45. And any time a road has a speed limit that is too slow, people just ignore it:
