4) fly a drone way above it, capture shots
5) a decent telescope, elevated on the hills around that harbor, should give some interesting intel
6) it's got to be taking deliveries, so track the traffic to/from it
7) get some scuba tanks and swim underneath it - does it have doors for a small sub?

Your best and cheapest option is to go to the nearby harbor and ask questions. You'll likely be told of a private harbor that the yacht is using. You'll need to go there and gather your intel.

This mission if you choose to accept it will be risky. There may be a security guard and/or a few cameras. You must stealth your way through them but this can be done.

The best part about this plan is that given the current happenings you get to wear a mask without looking out of place. This will keep your identity safe if you get seen by a camera. Just remember to observe escape routes first and you'll be fine.

This is all good advise but the first thing you need to do is locate the private dock that the landing boat of this yacht is likely using.

OP must get with it and go to the public harbor and start asking questions. Your best bet is to talk to fisherman. They're going to know where these mysterious yachts are going to dock at.
