There was all throughout the 70s, 80s, 90s and even 2000s, which was to end all immigration. In that entire timeframe the public was massively anti-immigration and a measure to cut immigration to zero or near-zero would have been hugely popular.
The GOP never wanted to keep America white or stop immigration, just as they do not now.
