Did you even bother to read it you slathering retard? The Obama administration started the process of sending $3.7 million, it wasn't in bulk it comes in smaller regular payments. When the Obama administration passed on to the Trump administration these regular payments continued (like a "subscription" fee to something, since the commitment was already made the actions continue). The point here is that by NOT rejecting them Trump "technically" approved them. Because he didn't actively go out of his way to stop them, he has allowed them to happen. Of course this is the twisted shit that Snopes likes to pump out. If you read the page you can see the first payment in 2014, followed by the subsequent payments, which are then cut short by the Trump administration when shit hits the fan.
