In third world countries most murders aren't even investigated because the police are underfunded and there's such a high quantity, so plenty of serial killers exist but are rarely ever found. Even when someone is caught murdering someone else, they only have proof for that murder so it won't be recorded as a "serial killer."

It's not about suspecting a person, it's about analyzing a serious of crimes and assessing their relationship. Again, in the United States, we have the ability to critically think. A place like the United Kingdom keep their serial killer numbers down (and most crime numbers down) by being a police state that is covered in cameras.
