They were. Normans and Franks were Germanics. Whether they called themselves allies or not is irrelevant, Umbri and Veneti were never allies, doesn't mean they weren't both related Italic tribes, not knowing each other or recognizing one another doesn't imply not being part of the same ethno-linguistic group
