This will achieve something, either the person will tell you it was them to save the others, or the others will tell you who it was to save themselves.
If they choose to conspire and not tell then not only do they all deserve punishment anyway but whoever it was is getting punished as well if you weren't able to identify who exactly it was.

Collective punishment works. I have no real problem with it and that's why we have conspirator and accomplice charges. However if it's against an enemy oppressor the only answer to their question should be silence or confusion.

As with anything it might not be right majority of the time but there are cases where it is necessary. Sometimes you need to stop thinking about whether it's right or wrong if it helps prevent bad in the long run.

Collective punishment should be used on the police and other government branch every time they do something bad.
