we have heavy restrictions on the number of foreign students at universities here and the unis keep screeching about it because they want to attract more top students from abroad (and also their money ofc). I expect there to be a strong college lobby in the US that would prevent any restrictions like that from happening

What concerns me is that these universities and public funding cater to these foreign students more so than a US citizen attending.
