Right on both accounts. However infrastructure projects in general will create jobs and provide more opportunities for economic activity, both of which will help keep money circulating and provide a source of demand for goods and services (creating more jobs and more demand). Trains just aren’t really a viable solution to that and in any case you need to plan it out which would take too long to have an effect.
