They had this idea of the "Great Circle", which would be a plantation-civilization that existed all around the Caribbean. From the southern US, to northern South America, and all the islands in between. The climate here is perfect for such a thing. They had ideas about making alliances with other countries down there, and taking the island of Cuba.
