Fluorine is a micronutrient you need in small quantities that isn't easy to get in nature, kinda like iodine (which is why they fortify table salt with iodine). To be honest the amount they add to drinking water probably isn't ideal. Theres been speculation that it forms weird deposits on your pineal gland and if they add too much to it, children can get unsightly spots on their teeth. Most of the population of developed countries drink fluoridated water without ill effects, but if you're concerned about it you could always just distill water and remineralize it in a way you choose, so you at least know what you're taking in. This is probably more trouble than it's worth and you'll have to do a bunch of research and buy chemicals and measuring and testing equipment.
