Sometimes, the CIA lose track of their targets. I mean, a complete loss. Look at this glowfag:
This is clearly either someone connected to a CIA agent or a CIA agent. Let's just say that losing track of their target is very embarrassing and infuriating. That's when the CIA uses its media arm (including social media) to spread a rumour that the target it wants to kill has died. It's that simple, they keep spreading that lie and as a bonus it acts to demoralize their enemy. Eventually it forces the target to come out and allows the CIA to triangulate his position.
They did this to Ghaddafi many times before finally kill him. You can search for "Ghaddafi dead" in 2011 and see how many times the CIA had pulled this stunt. The difference here is NK has complete control over what its population watches, it is unlikely that any will be infected by the CIA's demoralization/assassination operation.
As for where he is? He's likely deep deep deeeeep in a bunker right now that WW3 is kicking into the bioweapon phase.
