My thoughts: Guy had anger management problems, with an authoritarian complex. Cargo-cult cop want-to-be. GF or ex was now with another guy. He first shows up shoots him, but doesn't kill her, just beats her up. So he still liked her. Then it was a rampage to visit those who fucked him over in the past, it wasn't entirely random, he drove 60 km to go visit one guy, who decided to hide and not open the door, and spares the lives of kids. Once he got going he liked the thrill of power, killing randoms for fun. A couple people got in the crossfire too. Given that he swapped clothing he wanted to get away with it. He slipped through the roadblock due to cop incompetence.
