The reason is because he didn't give 'help" in the eyes of the laws, and evading a police stop without providing his details. In a situation like that other people would have called the ambulance so you cant really do much, and it would be dumb for someone not trained to touch the bodies after being crushed by a truck. You might paralyze them if they end up surviving, then you'd get sued.

What they did was introduce a law out here, basically if you see an emergency vehicle YOU MUST SLOW DOWN TO 40KM/H no matter your speed. If you don't you will get fined / loss of license if caught. Imagine a truck slowing down to 40km/h from 110km/h within seconds, because you just remembered about the law they introduced.

I've told cops they're invisible before. Sometimes they're reasonable about it. Mostly, it's a cop on a road work site standing between oncoming traffic and a blazing work lamp. To look at the cop you have to stare into the light, at which point you can't see any of his gestures or whatever. Sometimes they have little awareness.
