Using UVC to clean blood from viruses is an interesting idea. When cells are exposed to UVC the exposure can create thymine dimers disrupting the cell reproductive function. Since red blood cells contain no DNA they might be unaffected by it. I don't know what effects UVC has when it hits RNA though, there might not be any and be totally ineffective against it.
