The status quo is caused by lobbying and goverment workers not wanting to lose their jobs. While many of you think that it would be better to genocide niggers and addicts, the fact is that as long as USA is democratic and constitutional republic it won't do that. Best you can do is minimize the damage they cause and profit from their addiction. Breaking families apart by sending people to jail for petty little crimes is insane and costly and it might cause generations of disorder.
