Uruguay is a country of 3.5 million and more than half of them live in the capital. The rest of the country is scarcely populated. It is about 1/4 the size of Texas. It is a ranching/farming country. If 3-4 million Americans, Europeans, Australians, Canadians, etc. moved to Uruguay (the majority would have to bring wives) the country would essentially be a quarter of Texas in population and land. It would also be almost completely white

99% of Uruguay is rural. Mostly urban-city is just Montevideo, the capital. Or important tourist destinations where you need infrastructure. You can get yourself a car and live comfortably in a far away farm with 1 or 2 neighbors and a small town for market supplies.
However, you can't compare Montevideo to a truly bustling big city like New York. It has like half the population of the country but 1 and a half million is absolutely nothing.
Argentina is huge and it's very underpopulated.
You can do that in a lot of argentine states (specially the southern ones, which are very similar to uruguay and received more germanic immigration than the rest) and here you don't have any trouble getting citizenship.
I prefer Uruguay because it is more criollo and Argentina is more castizo, Uruguay has a better economy, and the country seems more isolated, it seems sort of backwards. It reminds me of old Texas. Argentina might not be a bad choice though
