No it isn't. It is in the middle of a city. You can see countless residential skyscrapers around it, being engulfed in flames and chemical fumes. The chink government told the people days later that the rain was ok, but residents complained about burns and breathing problems.
There must have been at least 10.000 immediate deaths and probably ten times as much if not exponentially more in the following weeks from the chemicals in the environment.
In many videos from residents showing their apartments you can see blood splatter on the stairs and them talking about bleeding all night. Even if these were just small cuts, remember: This wasn't a bomb, that is a chemical explosion from a depot of quite a range of different acids and gases, not an oil refinery or something.
