It works with Sensors all accross the countries, if these sensors discover alot of radiation, earthshakes etc they'll automatically launch nukes to every nation on earth. other option would be to scretly dig an underground tunnel from europe into russia, like 1km below surface level or deeper, place Ultra high yield nukes(speaking of Tsar Bomb Tier below cities and crucial targets and hope you won't trigger the Doomsday system
