In all of history the military and territorial and spiritual decline of a nation begins when their expenses begin to outweigh their income. In ancient Rome they still had all their infrastructure, but could no longer maintain it.
Where was all the wealth going? Same place it always goes: to the rich. At the beginning of Rome, the Patrician class had 10x the wealth of the average Roman. At the end of Rome, over 10,000x. Where else do we see this kind of wealth disparity?
