Unless the state supplies N95 masks to everyone, it's a borderline arbitrary and draconian edict considering its inefficiency in stopping infection. Ordinary masks and scarves only protect from droplets. So yes, mask wearing will have a slight impact against transmission due to sick people's droplets staying inside their mask, but other than that, it's placebo because the virus goes through the mask. Depending on what masks people wear it could even be harmful to health in itself. Imagine wearing some mass-produced mask from China. You don't even know what chemicals / small particles you breathe in when you have it on your face. Some cheap chink masks have also caused allergic skin reactions.
Personally I don't enjoy the feeling of having my breathing restricted with a mask. If there's an airborne virus (that is, viral particles in the air), wearing a mask makes me more likely to get it because from behind a mask I can't even clear the air immediately in front of my face.
Governments and the WHO originally said masks were useless, to hide their incompetence and the fact there weren't enough masks for everyone.
Now that they've manage to order some masks, and have enough for health workers, suddenly they all start saying masks are useful and should be mandatory.
And now there are imbeciles thinking the virus in an hoax and they shouldn't wear masks because the state said so. You're willing to get a virus that no one knows anything about, except that it destroys the immune system like HIV, lungs, the brain and liver, gives herpes, uses antibody dependant enhancement from other coronaviruses, making immunity and a vaccine impossible, but also making you more likely to die the next time you are infected by the same strain or another ; all for the sake of being contrarian?

Just covering your face with a cloth doesn't stop you from getting the virus. The viral particles are small enough to pass through most masks. That's why there are standards like N95. Putting a scarf over your face as a healthy individual is placebo in terms of avoiding infection. You wearing your skull mask and some infected person wearing a mask with embroidered roses coughing close to you means you will breathe in the virus just as likely as you would without a mask. Besides, like I said, it could even make infection more likely. I'm an asthmatic with a beer gut and not young anymore so I'm somewhat at risk, and I will not wear a mask just for the sake of wearing one. It makes breathing more difficult while also limiting my ability to clear the air in front of me. If I wear one, it's an N95 mask, but there's no way I'm wearing one every single time I go outside unless the number of infections gets completely out of hand (now it's officially 1 per 1000 in my area so probably 2-5 per 1000 in reality).
In my opinion, the two reasons they recommend wearing masks is 1) sick people's droplets stay inside the mask which limits the amount of virus that gets deposited on surfaces, and (speculative) 2) placebo to give the average person some sense of comfort to go about their daily lives and hence protect the economy (though this can backfire if people start to believe wearing a cloth on their face protects them).

Asymptomatics will still breathe out the virus. The mask doesn't stop it. There is no "prevent" about it. It's all about limiting transmission via droplets, and considering how inefficient and unscientific the whole thing fundamentally is, it's insane to make it mandatory. Recommending mask wearing is fine, telling people they have no choice is not fine.
