Mostly what people want when they want age of consent laws is to stop predation, which is one more mature person manipulating someone not yet mature enough to know they're being manipulated.
16-18 is more palatable when you're talking about 2 teens of the same age who are in a mutual relationship. If you look at age at which people currently lose their virginity it's a mean of 16 with a bell curve about that, which means something close to half of all people actually lsoe their virginity below age of consent and technically there's loads of pedos running about the place. But no one cares about any of that because in almost all those cases the sex was between peers of the same age who are in some form of relationship.
If you ask the same question about say a 30 year old dating a 16 year old, you know that's almost certainly predation.
