Ballot harvesting is any person can collect ballots from voters and deliver them to be counted. So imagine same day registration and someone going door to door to register voters and collect their ballot to deliver them. This person can also selectively destroy ballots that don’t vote D. I don’t think I need to explain further for anyone to see the problem.
