If you have watched all the press conferences, it's clear Trump bitch slapped Cuomo. Cuomo was overestimating due to pure greed and Trump called him out, multiple times, in public. When planning, it makes sense for them to go for a higher R value. It's better to have over capacity and saved lives than assume the optimistic scenarios will play out and people die because you didn't plan for it.
