State police would refuse, unless ordered to by their own state, and that is virtualy impossible because they are subject to re-election and not a single one would risk that so that the Fed can have their way.
Local police would outright form opposition militia groups within their communities and actively work against the state and federal police even if it got to that point.

And that isn't even to mention the civilian response, there are millions of Americans that have been itching to use the contents of their gun safes against genuine tyranny for ages now.
